This is a request for proposals for propane gas and related services at Beale Air Force Base, CA. The contract is an indefinite delivery, indefinite quantity (IDIQ) contract with firm fixed price (FFP) and economic price adjustment (EPA) provisions. The total value of all orders under the IDIQ, including option years, will not exceed $900,000. The maximum value of orders per year will not exceed $300,000. The contractor will provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform propane delivery, tank maintenance, and tank replacement purchase services. Specific requirements for each task will be outlined in individual delivery orders. The government will provide access to propane tanks and associated facilities. The contractor is responsible for all vehicles, tools, safety gear, fittings, hoses, licensed personnel, spill containment and cleanup materials, all necessary certifications and permits. Deliveries shall occur Monday through Friday, **** services must be available 24/7/365. Performance will be monitored in accordance with the government's quality assurance/surveillance plan (QASP). All invoices shall be submitted via Wide Area Workflow (WAWF). The government may also utilize the government purchase card (GPC) as the method of payment. The contractor shall accept the GPC as a method of payment. The contractor shall ensure that its WAWF profile is configured to accept third-party payments, allowing for payment via the GPC.

The project involves replacing a 2,000-gallon fuel storage tank with a 1,000-gallon tank at the US Fish and Wildlife Service Green Lake National Fish Hatchery. The contractor will be responsible for removing the existing tank, disposing of it properly, installing the new tank, and reconnecting the supply lines. Hatchery operations will continue during the work, and the contractor must coordinate with the hatchery point of contact. The work must be completed within 30 calendar days of the notice to proceed. The government anticipates a firm-fixed price award in July 2025. Manufacturers' technical data, installation instructions, and warranty information are required submittals. The submittals should be emailed to the contracting officer.

ODOT may investigate bidders and request additional information. ODOT reserves the right to withdraw any or all items from award. The winning offeror must submit certificates of insurance, a completed responsibility inquiry form, a conflict of interest disclosure form (if required), a W9 form, and a business registry number (if applicable). A non-resident bidder form may be required if the contract amount exceeds $10,000. Quotes must be received by the specified email address prior to the due date and time.
