The City of Hanford is seeking proposals for a comprehensive route management and optimization software platform for its solid waste division. The platform should improve routing efficiency, operational visibility, customer service, and fleet management. Key features include route planning, optimization, mobile incab technology, GPS tracking, service verification, driver communication, turn-by-turn navigation, dashboards, and analytics. Integration with existing city systems is required. The deadline for proposal submission is July 30, 2026. A non-mandatory informational teleconference is scheduled for July 16, 2026. Questions are due by July 23, 2026.
Proposals are due no later than 2:00 p. m. local time on Thursday, July 30, 2026.
Consultant shall submit monthly billings. City shall pay consultant no later than sixty (60) calendar days after the date of submittal of an invoice for completed tasks and approval of the invoice by city staff.
Selection will be based on responsiveness of the proposal, demonstrated ability and experience, past record of performance, ability to perform within the given time frame, proposed project schedule, and local vendor preference.
Proposers must be qualified firms with experience in route management and optimization systems. They must also comply with all applicable federal, state, and local laws, and obtain a City of Hanford business license prior to commencing work.
Protests of the process, terms, conditions, or any other aspect of the solicitation must be made prior to the proposal due date. A protest of the award must be made no later than five working days after the close of the proposal due date and time.
Misrepresentation or falsification of information provided in the proposal submission or during the evaluation process is grounds for rejection or termination of the contract.
