The government intends to solicit and negotiate with the vendor that provides the most technically capable solution.

Bids are due no later than 4 pm on Thursday, July 16, 2026. Late submissions will not be accepted.

Payments shall be made within **** days of receipt of proper invoices for work completed the previous month. There will be no penalty for late payments. Vendor/consultant are advised that they must submit monthly invoices within 30 days after the month services were performed. Invoices submitted 90 days or more after the month services were performed will not be paid by Riverbay.

The evaluation criteria include bidders past experience performance (30 points), bidders cost of services (30 points), bidders ability to undertake the entire scope of work (30 points), and bidders ability to comply with bid instructions (10 points). Riverbay retains the discretion to determine the lowest qualified bidder.

Vendors must demonstrate technical professional competence and specific approach to the project, including methodology, project schedule, and safety compliance. A company profile including company name, logo, locations, contact info, mission/vision, and history, as well as technical competence and experience, key personnel, and references, must be provided.

Failure to adhere to submission requirements, including late submissions, may result in disqualification. Unauthorized conditions, limitations, or provisions attached to the proposal may also cause rejection.

Proposals are due by Thursday, July 16, 2026, at 11:00 am EST. Late submissions will not be accepted under any circumstances.

Invoices must include the proposal number, purchase order number, a full description of work performed, rates, unit prices, and an extension. Payments on any claim or invoices shall not preclude the district from making a claim for adjustments to any item found not to be in accordance with the contract specifications.

The successful bidder guarantees their products against defective material or workmanship and will repair or replace any damages. Every unit delivered must be guaranteed against faulty material and workmanship for a period of at least one year from date of delivery.

The district will evaluate proposals based on vendor experience, technical capabilities, technology infrastructure and security compliance, implementation and training, total cost, and proposal responsiveness. Awards will be made to the lowest responsible bidder, as will best promote the interest of the district, taking into consideration the reliability of the bidder, the quality of the materials, equipment or supplies to be furnished, their conformity with the specifications, the purposes for which required, and the terms of delivery.

Proposers must demonstrate direct corporate experience in successfully deploying enterprise-level school bus routing software for districts of similar scale (9,000 students and 100 routes). The bidder must have been engaged in work similar to that required at least five years.

If the contractor fails to supply workmen or materials, fails to make payments, disregards laws, or commits a substantial breach, the district may terminate the contract. Any and all costs, damages, and other expenses incurred by the district as a result of this action shall be the direct liability of the contractor.

Proposals not meeting all mandatory forms, late submissions, or those structured around hourly billable rates or unspecified reimbursable expenses may be deemed nonresponsive or disqualified. Proposals structured around hourly billable rates or unspecified reimbursable expenses will be deemed nonresponsive.
