This is a special notice for a sole source acquisition of one handheld directional hemispherical reflectometer. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm-fixed-price purchase order to Surface Optics Corporation. This acquisition is set aside for small business. Interested sources must submit a capability statement, proposal, or quotation with written evidence of their capability. Quotations are due by July 28, 2026, 9 AM EST. Evaluation will be based on technical compliance (pass/fail), past performance, and price. Freight/shipping charges must be incorporated into line items.
Payment instructions are provided in clause **** Wide Area Workflow Payment Instructions Jan 2023.
Award will be made to the sole source responsible quoter whose technically acceptable quote is considered to be the most advantageous to the government, past performance and price considered.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested sources must submit written evidence of their capability to perform this requirement.

This is a sole- source requirement ( see attached Sole- Source J
Procurement of one (1) high-resolution correlation optical time-domain reflectometer (C-OTDR) for the United States Naval Observatory. This is a sole-source requirement. The instrument must meet specific technical specifications including operating wavelengths (**** nm, **** nm, **** nm), Fabry-Perot laser technology, ultrashort optical pulses (1 ns or less), and sub-centimeter spatial resolution. Deliverables include the C-OTDR, power adapter, battery, documentation, and carrying case. Shipping is to Washington, DC. Estimated lead time is 4 to 20 weeks. Quotes are due by June 23, 2026, and must be submitted electronically via email. Award will be based on price reasonableness.
The delivery date is July 31, 2026.
Payment will be made by the government. Invoices are to be submitted to the address shown in block 18a unless otherwise specified. Wide Area Workflow (WAWF) is used for electronic processing of vendor payment requests and receiving reports.
The government will award a purchase order to Luciol Instruments, whose quote conforming to the solicitation will be most advantageous to the government, only price considered. Price reasonableness will be evaluated in accordance with FAR part ****.
The vendor must be Luciol Instruments, as this is a sole-source requirement. The vendor must be capable of performing and completing the work described in the solicitation.
Quotes that do not comply with detailed instructions for format and content may be considered unacceptable and ineligible for award. Failure to submit requested information to support price reasonableness may result in disqualification.
