The due date for proposals remains 5pm mountain time on 7/13/2026.

It is NLR's standard practice to make all payments to domestic subcontractors via electronic ACH payments or to international subcontractors via wire transfers.

A 12-month warranty shall be provided as a requirement to be considered technically acceptable. The offeror shall provide a copy of the warranty applicable to the final equipment to be delivered to NLR.

Award will be made based on best value selection, with the best combination of technical factors and evaluated price.

Mandatory qualifications include an acceptable safety record with an EMR score of less than 1. 0 and a support center based in the United States.

A large number of proposed changes/exceptions or one or more significant exceptions not providing any obvious benefit to NLR or the Department of Energy may result in rejection of such offer as unacceptable.

Responses are due by 10 July 2026, **** HST.

Interested parties must be able to provide and operate the necessary equipment to perform the hot oil flush within the parameters, conditions, and standards found within the statement of work and reference 2. 5 attached. Statements must be received by the stated deadline to be evaluated for technical merit and capability.

Bids must be submitted by 11:00 AM EST on Tuesday, August 4, 2026. The work is to be completed within 60 days of the issuance of a purchase order.

The town of new castle shall make partial payments on account of the contract, if applicable, in accordance with the provisions of the contract documents.

Awards shall be made for each item independently, taking into consideration the availability of materials due to plant location, subject to the lowest responsible bid standard.

The proposer declares and warrants that they are financially solvent and experienced and competent to perform the type of work or furnish the materials, supplies or equipment.

If the contractor abandons the work, assigns or sublets the contract without consent, or willfully violates contract conditions, the town may declare the contractor in default and contract for completion, charging the expense to the contractor.

The town reserves the right to reject any bid or proposal from a bidder that appears on the prohibited entities list and to pursue a responsibility review with respect to any bidder that is awarded a contract and subsequently appears on the prohibited entities list.
