Responses to this IFB must be received Aug. 4, 2026, 10:30 am. Deliveries are to be made between 8:00 am and 4:00 pm on the date specified, but not between 11:00 am and 1:00 pm.

HHS System Agency will make contract payments in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe the work completed in detail.

All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications, bidders ability to meet performance delivery requirements, and price. The award will be made to the bidder whose response offers the best value to the state.

To be considered for award, bidders must submit a comprehensive response which includes all required information and documentation as outlined in this IFB to ensure the bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the goods and/or services described in this IFB. Bidders warehouse or store must be located within 50 miles of our agencys address.

HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor. Products delivered that fail to meet specifications or are not the actual items awarded on the contract shall be rejected or returned at the vendors expense.

Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C provides a formal protest procedure to be used by any bidder who is allegedly aggrieved in connection with the IFB, evaluation, or award of a contract by HHSC.

Bidders should not submit exceptions to this IFB which could result in disqualification of a response. The inclusion of assumptions could result in disqualification of a response. Failure to comply with sole point of contact requirements may result in disqualification of the response.

The estimated contract value is up to $30,****.

Complete delivery or release-ready handover of the ordered vehicle, standard equipment, solicited accessories, keys, manuals, warranty certificates, and required commercial, shipping, customs status, release, warranty, and conformity documents must occur within forty-five (45) calendar days after the purchase order is emailed to the awardee.

Payment will be processed 30 days after government acceptance or 30 days after the embassy payment office receives a proper invoice, whichever occurs later. Advance payments are not authorized.

The contractor shall provide a manufacturer-backed warranty that is valid and enforceable in Turkey for a minimum of two (2) years or 100,000 kilometers, whichever comes first. Warranty servicing must be available through authorized service providers in Turkey.

The U. S. government intends to award a firm-fixed-price purchase order to the responsible quoter submitting the lowest priced, technically acceptable quotation.

Only quotations from manufacturers, manufacturer authorized distributors/dealers, authorized resellers, or certified resellers with proof of authorization and warranty support capability for the offered vehicle in Turkey will be considered.

Quotations that do not identify the category and named point, or that contain open-ended charges, may be considered technically unacceptable. Quotations proposing a delivery period exceeding forty-five (45) calendar days from the date of award may be considered nonresponsive and subject to disqualification.

Delivery is required 90 days After Receipt of Order (ARO) FOB destination.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted in arrears, either quarterly, semiannually, or within 30 days of receipt and acceptance. Electronic invoice submission is mandated.

A minimum of one year for parts and labor is required, along with a minimum of 1 year of technical and maintenance support.

The award will be made to the response most advantageous to the government, considering technical or quality and price.

Offerors shall be registered at the System for Award Management (SAM). Competitors must demonstrate their equipment.

Any competitors must come and demonstrate their equipment in order to be considered for award. The Fargo VA reserves the right to request a demonstration in person at no cost to the Government.

Failure to sign the Buy American Certificate (BAA) will result in the quote being unresponsive.

Delivery of items is required within 60 days of contract award.

Payment will be processed through Wide Area Workflow (WAWF). Specific document types for payment requests and receiving reports will be used based on the contract type.

The contract includes a period of maintenance and support for twelve months following the date of award.

Award will be made to the lowest priced vendor that passes technical acceptability and price realism determinations.

Offerors must be registered in the System for Award Management (SAM). Lack of registration will disqualify a contractor for award.

Proposals asserting limited rights or restricted rights over data or software critical to airworthiness certification may be deemed noncompliant and excluded from evaluation.
