Payment will be made according to actual usage and will be based on quoted price per cubic yard in price schedule for each additive. Total additive usage shall not exceed $6,**** dollars total without approval from contracting officer.

Bids must be received in the purchasing office prior to 3:00 PM on June 9, 2026. Delivery of ready mix concrete must be made with 24-hour notice.

All invoices must be submitted within sixty (60) days from the time of delivery of goods or services or the completion of projects. Invoices must refer to a valid purchase order number to be paid.

The city reserves the right to split said bid to our best benefit. The contract shall be awarded to the person or business with the lowest, most responsive, and responsible bid.

Bidders may be required to submit a statement of qualification and/or provide satisfactory evidence that they have been regularly engaged in the business and are reasonably familiar therewith, and that they are fully prepared with the necessary capital, materials, and machinery to complete the work or to furnish the materials contracted for to the satisfaction of the city.

Any proposal submitted that does not meet the all or none requirement may be disqualified. Facsimiles or copies of the bid bond will not be accepted, and your bid will be disqualified if submitted in that manner. Any changes made to the terms and conditions by the bidder in the bidder's response may result, at the city's sole discretion, in the bidder's disqualification.

Bids are due by Tuesday, July 14, 2026, at 11:00 AM. Chemicals authorized for delivery will be within ten (10) consecutive calendar days of authorization.

Payment terms are net 30 days. Payment will be made to the bidder no sooner than ten (10) consecutive calendar days from the date the invoice is received by the finance department as approved by the department director. Payment discounts for early payment are preferred.

The successful bidder expressly warrants and guarantees that all items furnished pursuant to this contract are of merchantable quality and are fit for the particular purposes for which the city intends to use the items. The bidder hereby expressly agrees that the warranties contained in Connecticut General Statutes, **** 2 through ****, inclusive as amended, are applicable.

The contract will be awarded to the lowest responsible bidder, considering factors such as skill, ability, integrity, professional references, reputation, and whether awarding the bid is in the best interests of the city. The city reserves the right to award based on whatever is in the best interest of the city.

Bidders must be able to demonstrate skill, ability, and integrity to perform the work as specified. Professional references may be required. The city will also consider the bidder's reputation and information discovered during any interview process.

Failure to meet required delivery time shall constitute default and breach of contract. The owner may authorize procurement from an alternate source, and excess expenses will be deducted from monies due to the successful bidder. If no monies are due, the bidder shall pay the difference between the contract price and the cost of obtaining the item from the alternate source.

A bid may be rejected if it omits a bid on any item, contains changes or modifications, does not include unit pricing, or if unit prices are obviously unbalanced. Conditional or qualified bids will not be accepted.
