This justification supports a modification to six single award task order contracts for architect-engineer services to extend the ordering period and increase capacity. The additional ordering period and capacity will serve as a bridge until replacement contracts are awarded in Q2 FY2026. The services include preparation of plans, specifications, design-build requests, cost estimating, site investigations, and various other design and engineering tasks. The contracts were competitively awarded in January 2020. The justification emphasizes the specialized nature of the services provided by the existing contractors, their experience with USACE, DOD, and other federal design criteria, and their ability to navigate complex approvals and collaborate with advisory agencies. The increase in capacity is necessary to meet project needs without delays, particularly for mission-critical requirements. The notice also discusses the infeasibility of alternative procurement methods and the importance of maintaining continuity with the existing contractors. A notice of intent to increase capacity was posted to SAM. gov. The replacement contracts will be solicited via full and open competition.
The contracts were awarded based on qualifications, with the selected firms being the most highly qualified and the price schedules determined to be fair and reasonably priced.
The selected AE firms were the most highly qualified.
The total capacity across all six contracts is 240m.
