The performance period is 915 calendar days after notice to proceed. Proposals are due July 14, 2026, at 10:00 AM Pacific Time.

False alarms caused by the contractor will be paid by the contractor. Contractor vehicles parked in VA parking lots will be issued a violation notice and removed.

An organized site visit is scheduled for Tuesday, June 9, 2026, at 09:30 AM Pacific Time. Participants are to meet at the engineering building parking lot E facing Harvard Avenue. Although not mandatory, all interested parties are strongly encouraged to attend.

Protests must be served on the contracting officer within one day of filing a protest with the GAO.

Failure to furnish a complete offer by the required time and date may result in the proposal being determined ineligible for award. Failure to affirm being within the safety guidelines or submit required information may result in a determination of non-responsibility.

The estimated magnitude of this construction project is between $20,000,**** and $50,000,****.

Monthly progress payments and final payment will be made in accordance with the general provisions. The contract sum will be paid in accordance with the prices shown in the accepted bid.

The contractor will guarantee its work against any defective work, labor, or materials for a period of one year following the project's completion and acceptance by the City.

The project will be awarded to the lowest responsible, responsive bidder. The City reserves the right to reject any and all bids and to waive any nonmaterial irregularities.

No bid will be accepted from a contractor who has not been licensed in accordance with the provisions of the state business and professions code. The required license classification is Class A General Engineering Contractors License. Contractors and subcontractors must also possess valid City business licenses.

Forfeiture for each day completion is delayed beyond the time allowed will be assessed at the rate of $950 per day. Penalties for failure to pay prevailing wages and employ apprentices include forfeitures and debarment.

A non-mandatory pre-bid job walk is scheduled for July 21st, 2026, at 10:00 AM at **** Eleventh Avenue, Delano, CA, ****.

Bids failing to comply with all applicable labor code requirements, including registration with the Department of Industrial Relations, will be considered nonresponsive and rejected. Making a false certification may subject the certifier to criminal prosecution.

The estimated project cost range is $1,700,**** to $2,000,****.

Delivery is required within 480 days after the date of contract award for both the optical bore sight and the power distribution panel.

Payment will be made by the Government. Invoices and receiving reports are to be submitted electronically via Wide Area Workflow (WAWF).

Offerors must be registered in the System for Award Management (SAM). Access to the Technical Data Package (TDP) requires Joint Certification Program (JCP) certification.

Proposals submitted for less than the total quantities of all items are ineligible for award. Failure to meet JCP certification requirements may prevent access to TDP.

Required delivery is 60 days ARO (After Receipt of Order).

Payment is to be made based on actual quantities installed.

Award will be made on a lowest price technically acceptable (LPTA) basis to the responsible quoter whose conforming quotation is rated technically acceptable and offers the lowest evaluated price.

The offeror must qualify under the applicable FAR Part 19 notice clause. Active SAM. gov registration is required.

A quotation rated unacceptable on any factor (price, technical capability, past performance) is ineligible for award.
