This is a construction services procurement for the Department of Veterans Affairs (VA) to replace and expand chilled water infrastructure in Building 1 and the OPC at the VA Central California Healthcare System. The project involves replacing undersized chilled water piping, pumps, and fan coils. It also includes architectural, civil, MEP (mechanical, electrical, fire protection), and fire protection work. The acquisition method is a competitively negotiated best value tradeoff selection process, requiring both price and technical proposals. A pre-proposal site visit is strongly encouraged. Bid bonds, payment bonds, and performance bonds are required. The estimated magnitude of this project is between $20,000,**** and $50,000,****. The solicitation is 100% set aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Proposals are due by July 14, 2026, at 10:00 AM Pacific Time. Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices are to be submitted to the address shown in item 24.
Contractor shall provide a minimum one (1) year warranty, unless specified otherwise in the specs, from both the manufacturer and installer including parts and labor to include normal, premium or holidays hours. The warranty period shall start on the date of substantial completion.
This acquisition is a competitively negotiated best value tradeoff selection process.
The acquisition is set aside 100% for certified verifiable Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). SDVOSB firms must be CVE verified prior to proposal submission. Offerors must be registered in SAM. Safety and environmental records, and EMR are considered for responsibility determination.
False alarms caused by the contractor will be paid by the contractor. Contractor vehicles parked in VA parking lots will be issued a violation notice and removed.
An organized site visit is scheduled for Tuesday, June 9, 2026, at 09:30 AM Pacific Time. Participants are to meet at the engineering building parking lot E facing Harvard Avenue. Although not mandatory, all interested parties are strongly encouraged to attend.
Protests must be served on the contracting officer within one day of filing a protest with the GAO.
Failure to furnish a complete offer by the required time and date may result in the proposal being determined ineligible for award. Failure to affirm being within the safety guidelines or submit required information may result in a determination of non-responsibility.
