The City will pay the contractor for the faithful performance of the work as specified herein. Contractor shall submit monthly invoices to the City, which invoices shall indicate each address where work was performed and the charge per address.
The City will select the proposal that, in its sole discretion, is the most responsive and responsible proposal to the City. The evaluation criteria include price (40%), experience (20%), response of references (20%), and staffing and management (20%).
The proposer must have five years of continuous experience and provide evidence of required insurance coverage. The City will also consider the ability, capacity, skill, character, integrity, reputation, judgment, experience, and efficiency of the proposer, as well as their ability to perform within the specified time and the quality of previous contracts.
The City reserves the right to reject any or all proposals at any time without penalty. Any vendor who acts as a supplier to another vendor submitting a proposal and also submits a proposal of their own will be viewed as participating in collusive behavior and may be banned from doing business with the City for up to three years.
