The Town of Westerly, Rhode Island, is soliciting sealed bids for the development and implementation of a revaluation program. Bids are due by 2:00 PM EST on June 4, 2026. Proposals will be evaluated based on contractor experience, project manager's waterfront experience, financial stability, client satisfaction, price, and project timetable. Bidders must include a 5% bid bond and will be required to post a 100% payment and performance bond. Quotes must be firm for at least 120 days. The project is tax-exempt. Questions regarding the solicitation must be emailed by May 27, 2026. The town reserves the right to reject any or all bids.
Bids are due and must be submitted no later than 02:00 p. m. , EST, June 4, 2026.
Payment terms are net 30 days.
Proposals will be evaluated using comparative criteria including contractor experience, waterfront experience of the project manager, contractor financial stability, level of satisfaction with contractors performance on other Rhode Island cities and towns, method for determination of best price, and project timetable. The best price shall be the lowest price from a bidder who meets the minimum criteria of the specification and provides the highest level of performance.
The contractor must hold a valid Rhode Island revaluation company certification. Personnel must be qualified and certified as required by Rhode Island statutes. The project manager or supervisor must have at least five years of appraisal management experience, and reviewers and appraisers must have at least three years of appraisal experience, with two years in mass appraisal within the past five years. All personnel are subject to background checks.
Failure by the contractor to complete all work prior to April 15, 2028, shall be cause for a penalty payment of two hundred dollars (****) per day beyond the specified date of completion.
Questions regarding this solicitation must be emailed and received by the purchasing agent no later than 12:00 PM on May 27, 2026.
A bid submitted on other than the attached bid breakdown form may be rejected. Any proposal which cannot meet the project schedule will be rejected. Any proposal that does not respond to each issue in the request for proposals may be rejected by the town as nonresponsive.
