Confectionery Government Bids & RFPs

Backordered items must be fulfilled and delivered within eight (8) business days from the original scheduled delivery date. Business days are strictly defined as Monday through Thursday, excluding state/federal holidays.

All invoices must be submitted via email to ***@***. *. * when items are shipped. The bidder will be required to submit one invoice per delivery, with no more than two invoices per purchase order.

Bidders must disclose services performed outside of Colorado or the United States. They must also confirm proposal compliance with accessibility requirements and disclose if they are a Service Disabled Veteran Owned Small Business (SDVOSB), providing documentation if applicable.

Canteen will strictly reject any backordered items delivered after the eighth (8th) business day expires. Any associated invoices will be voided, and canteen will bear no financial liability for late backorders.

Upon execution of the intent to award, bidder shall be required to provide three (3) to five (5) samples of each product for evaluation purposes at no cost to Canteen. All costs associated with the delivery of the requested samples shall be borne solely by the bidder, and these samples will not be returned.

Within the last 5 years, has your company or any affiliates defaulted on a purchase order or contract or had a purchase order or contract terminated for cause? If yes, provide the date, contracting entity, type of contract, and details about the termination or default.

Responses must be received by July 31, 2026, 10:30 AM CT. Deliveries are to be made between 7:00 AM and 2:00 PM on the date specified on the purchase order, but not between 11:00 AM and noon.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must include the contract or purchase order number and describe the work completed. HHSC will acknowledge satisfactory performance before approving payment.

The award will be made to the bidder who provides the best value to the state, considering the bidder meeting or exceeding requirements, ability to meet performance delivery requirements, and price.

Bidders must submit a comprehensive response including all required information and documentation to ensure they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods and/or services.

HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor. Noncompliance or failure to timely correct a deficiency may result in delayed payment or nonpayment.

Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C provides a formal protest procedure.

Failure to comply with sole point of contact requirements, submitting exceptions to the IFB, including assumptions in a response, not submitting required documentation, or submitting late responses may result in disqualification.

The estimated historical spend for the same or similar goods or services is $75,**** for the period September 01, 2025 to August 31, 2026.
