Sealed proposals will be received by the City of Rochester Hills Purchasing Division until exactly 3:00 p. m. local time, Tuesday, August 18, 2026.

The awarded contractor shall be required to submit authentic, accurate and itemized invoice for all work completed within 30 days after the city accepts the completed work. Advanced payments will not be authorized.

The contractor shall provide the city the contractor's standard 1-year warranty on the complete installation beginning from the date of acceptance by the city. Manufacturer's warranty shall be provided for newly installed materials and equipment beginning the date of acceptance by the city.

The firm selected for the award will be chosen on the basis of the apparent greatest benefit to the city, including but not limited to: qualifications and experience, comparable projects, capacity, work plan, and cost proposal.

Proposer is required to provide financial statements, if requested by the city. Provide a history of your firm, list corporate officers, general experience and capabilities. Provide description of current and the last five 5 completed projects your firm has performed that are similar in scope to this project, including costs.

If the awarded contractor should neglect to perform the work properly or fail to perform any provision of this contract, the city of Rochester Hills, three 3 days after providing written notice to the contractor may without prejudice to any other remedy, make good such deficiencies and may deduct the cost thereof from the payment due to the contractor plus twenty 20 percent for failure to perform.

A voluntary walkthrough meeting has been scheduled for Thursday, July 30, 2026 at 10:00 am at the Purchasing Department at City Hall. Attendance at the walkthrough is not mandatory.

SCPSA will pay a per MWh fee for the shaping and delivery of the seller's firm energy. Residual product settlement will occur if one party delivers more energy than it receives annually, using an annual settlement price. A transmission fee may apply for Pebble Springs if SCPSA fails to provide full BPA firm transmission rights.

Proposals will be evaluated on competitive price, service offering, completeness, experience, and references.

Respondents must provide information demonstrating they meet minimum qualifications, including experience with SCPSA or its members, and references for similar projects.

A written protest must be received within three (3) working days of the date of the notice of intent to award.

Failure to abide by communication restrictions or failure to comply with protest procedures may result in disqualification.
