Bids must be electronically uploaded by July 15, 2026, at 11:30 a. m. prevailing time. it is the bidders responsibility to ensure that the bid package is delivered by the bid opening date and time.

The county of Mercer shall pay the submitted bill not more than 30 calendar days after receipt of the bill by the owners representative, provided the work has been approved and certified. The billing shall be deemed approved and certified 20 calendar days after the owners representative receives it, unless the owners representative provides, before the end of the 20day period, a written statement of the amount withheld and the reason for withholding payment.

All labor and materials shall be covered with a one 1 year warranty. all equipment repaired and replaced shall carry a oneyear warranty, covering parts and labor.

Bidders shall be licensed and provide copies of their licensure for pump installation and well drilling. All bidders shall be a well driller and pump installer contractor. Bidders shall have five 5 years experience in the repair of pumps, electric motors and water well inspection, repair and drilling. The contractor shall have at least five 5 years experience in the business of troubleshooting, diagnosing, repairing and maintaining all types of pumps, electric motors, and wells.

Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of contract.

Responses must be received no later than 2:00 PM CST, on 10 July 2026.

Respondents must include company information, point of contact, proposal intent, type of business, bond capacity, and at least two similar projects completed within the last six years, including specific details for each project.

Water quality sampling and testing are part of the scope of work.

Failure to adequately demonstrate meaningful involvement and commitment of resources from affiliated entities may result in their experience information being considered not relevant.

The anticipated project magnitude is between $25,**** and $100,****.

Final delivery of material will be on or before 365 days after the effective date of the resulting contract.

A one-year warranty from the date of delivery is required for supplies of a noncomplex nature.

Past performance will be considered in the evaluation of offers.

This item requires level I joint source certification. First article testing is required, which may be satisfied by submission of an approval letter of previously performed qualification testing or a letter from previously qualified manufacturers.
