The City of Pawtucket seeks proposals for engineering design and administrative services for sidewalk replacement and tree planting programs. The contract term is three years with two one-year extensions. Proposals must be submitted by March 12, 2026, at 12:00 PM. A pre-proposal conference is scheduled for February 26, 2026. The city reserves the right to award on the basis of cost alone. The successful respondent will be required to furnish all insurance documentation. Proposals are considered irrevocable for 90 days. All materials submitted will be considered public records. The evaluation will be conducted in three phases: initial review, in-depth analysis, and comparison of weighted evaluation relative to costs. Vendors must comply with all federal, state, and local laws. The city is exempt from sales tax. The city reserves the right to cancel the agreement with 30 days written notice.
The RFP submission deadline is March 12, 2026 at 12:00 pm.
Payment shall not be due prior to thirty 30 working days following the latest of completion, acceptance, or the rendering of a properly submitted invoice.
Every unit delivered must be guaranteed against faulty material and workmanship for a period of one year unless otherwise specified, and the city of pawtucket may, in the event of failure, order its replacement, repair, or return for full credit, at its sole option.
Awards shall be made to the bidders whose offers constitutes the lowest responsive price offer or lowest responsive price offer on an evaluated basis for the items in question or for the request as a whole, at the option of the city of pawtucket.
Proposals found to be technically or substantially nonresponsive at any point in the evaluation process will be rejected and not considered further.
The city of pawtucket may assess dollar damages against a vendor or contractor determined to be nonperforming or otherwise in default of their contractual obligations equal to the cost of remedy incurred by the city of pawtucket, and make payment of such damages a condition for consideration for any subsequent award.
