The anticipated readiness for service and contract commencement is August 15, 2026.

The university's preferred payment method is with a university credit card (pcard). The university will not accept convenience fees or increased pricing due to pcard payment.

Proposals will be evaluated based on experience (25 points), functionality (20 points), references (20 points), data integration (5 points), and cost (30 points), for a total of 100 points. The award will be made to the responsive and responsible respondent whose proposal offers the best value.

Respondents shall provide experienced, qualified, and capable personnel. They must demonstrate relevant experience, proper licensing if required, and proper insurance. References from three organizations for similar services performed in the last five years are required.

Services not conforming to specifications may not be accepted at the firm's expense. Services not provided in accordance with the scope of services may result in the firm being found in default, and all procurement costs may be charged against the firm.

Questions regarding this RFP must be submitted by July 9, 2026, at 2:00 PM Eastern Time.

Failure to submit information in accordance with the RFP requirements and procedures may be cause for disqualification. Failure to fully comply with the specifications of this RFP may result in exclusion from further consideration.

The government is planning to utilize a best value trade off approach for determining the award decision. The government was very grateful for the insights regarding labor categories and the responses clearly demonstrated that industry shares the government desire to focus on outcomes versus arbitrary qualifications. The government is considering the following approach. Defense Cyber Work Force requirements and Work Force Qualifications will not change. Move labor category definitions from Section C PWS body into a Section C for reference only. Government labor categories, definitions, and hours will be used as part of the cost evaluation for the basic contract award and for comparison at the order level cost price analysis. In execution, the contractor may define labor categories, expected outcomes, and hours as part of performance based proposals or non performance based level of effort orders.
