The government reserves the right not to review proposals submitted under this BAA after 30 September 2025 or after a successor to this long-range BAA is issued, whichever occurs first.

Awards under this BAA will be made in accordance with FAR 35. 016e. The primary basis for selecting proposals for acceptance shall be technical merit, importance to agency programs, and funds availability. To the extent appropriate, cost realism and reasonableness will also be considered when selecting proposals.

All responsible sources from academia, industry and the research community worldwide may submit proposals under this BAA. Federally Funded Research and Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards under this BAA. Navy laboratories, military universities and warfare centers as well as other Department of Defense and civilian agency laboratories are also not eligible to receive awards under this BAA.
