Proposals are solicited for mental health and substance use systems transformation consulting services. Proposals are due by 2:00 PM on July 6, 2026. Late submissions will not be reviewed. Emailed or faxed responses are not accepted. The contract is not effective until all required governmental approvals and signatures are obtained. The state reserves the right to reject any and all proposals. Selection will be based on factors including expertise, past performance, and budget. The estimated award date is July 31, 2026.

Selection shall be based on factors including specialized expertise, capabilities, and technical competence, resources available, record of past performance, availability to and familiarity with the project locale, proposed project management techniques, and ability and proven history in handling special project contracts.
Vendors must have knowledge of ADMH MH/SU, Alabama Medicaid, evidence-based practices, housing guidelines, **** waivers, and at least 10 years of experience working with Medicaid.
An intent to protest must be filed within five calendar days of the issuance of the solicitation, amendment, or intent to award. A formal protest must be filed no later than seven calendar days from the filing of the notice of intent to protest.
Proposals may be deemed nonresponsive and disregarded if they do not satisfy RFP requirements. Late submissions will not be reviewed.
