HTDC is accepting applications for event sponsorships aligned with its mission, running from the start date to June 30, 2028. Applications are submitted online. Key dates include: RFP advertising June 24, 2026; initial question deadline July 8, 2026; response to questions July 10, 2026; application submission begins August 1, 2026. Events should promote technology, innovation, and manufacturing in Hawaii. Applicants must be compliant with state laws via Hawaii Compliance Express. Awards are based on strategic alignment, impact, and HTDC priorities. A post-event report is required. Protests must be submitted within five working days of award posting.
Applications should be submitted two months prior to the planned event start date, with a preference for three months prior. Applications submitted after this window may not receive prioritization or full consideration. The solicitation is open until June 30, 2028.
The state shall have thirty (30) calendar days after receipt of invoice or satisfactory delivery of goods or performance of services to make payment. The state will reject any offer submitted with a condition requiring payment within a shorter period or interest payments greater than allowed by HRS ****.
Applications will be scored based on alignment with HTDC's priorities/mission/initiatives (30 pts), impact/quality of event (30 pts), alignment with HTDC's organization (15 pts), and promotion/partnership opportunity for HTDC (25 pts). Additional points are available for new events, first-time sponsorships, and events on neighbor islands.
Applicants must be compliant with all laws governing entities doing business in the state, including tax clearance, unemployment insurance, workers' compensation, temporary disability insurance, prepaid health care, and certificate of good standing. Compliance is verified through Hawaii Compliance Express (HCE).
A protest shall be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest of an award or proposed award shall be submitted within five (5) working days after the posting of award of the sponsorship or notice of decline of application.
Applicants are at risk of not receiving an award if they are not compliant with all state laws, as verified through HCE, at the time of award. Failure to answer inquiries regarding facilities, equipment, experience, personnel, or financial status may also lead to disqualification.
