The solicitation is for the repair and maintenance of the USS Dewey DDG 105. Offers must be submitted electronically by December 15, 2025, at 10:00 AM Japan Standard Time. Offerors must possess a current U. S. Navy MSRA/ABR agreement or be in the process of obtaining one. The work will be performed at the Commander, Fleet Activities Yokosuka (CFAY) Naval Base. The contract will be a firm fixed price. Access to the work specifications is through DOD SAFE, requiring a request by December 9, 2025, at 10:00 AM JST. The period of performance is from March 30, 2026, to June 20, 2026. The government intends to award without discussions but reserves the right to conduct discussions if necessary. Offerors are encouraged to submit their best offer from a price standpoint. The price for growth work will be derived from the proposed price for the base work. The average of the labor rate the successful offeror provides in the price proposal breakdown sheet will be inserted into H clause: Growth Clin paragraph E1 upon contract award as the fully loaded ship repair labor rate and will be utilized for the purpose of calculating total level of effort to completion under the negotiated growth work during the entirety of the contract. The average will be determined by dividing the sum of the total labor costs all clin by sum of the total man hours across all clin. Additionally, the estimated manhours and material costs will be inserted into H clause: Growth Clin paragraph A upon contract award. These amounts will be based upon the successful offerors proposal in the attachment II proposal breakdown form, clin ****.

The contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order: 1 Document type. The contractor shall submit payment requests using the following document types: i for cost type line items, including labor hour or time and materials, submit a cost voucher. ii for fixed price line items a that require shipment of a deliverable, submit the invoice and receiving report specified by the contracting officer. invoice and receiving report combo contracting officer: insert applicable invoice and receiving report document types for fixed price line items that require shipment of a deliverable. b for services that do not require shipment of a deliverable, submit either the invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the contracting officer. na contracting officer: insert either invoice 2in1 or the applicable invoice and receiving report document types for fixed price line items for services. iii for customary progress payments based on costs incurred, submit a progress payment request. iv for performance based payments, submit a performance based payment request. v for commercial financing, submit a commercial financing request.
The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided that such warranty is available at no additional cost to the government. The contractor shall provide a copy of the standard commercial warranty with the item. The standard commercial warranty period shall begin upon the final acceptance of the applicable material or software.
Award will be made to the responsible, technically acceptable offeror, whose proposal, conforming to the solicitation, offers the lowest evaluated price.
