Failure to comply with terms and conditions, unsatisfactory performance, or major violations can lead to suspension from future contracting opportunities. for major violations, as deemed by mphas contracting officer, which may include but is not limited to failing to maintain proper insurance, subcontracting work without mphas authorization, failing to pay prevailing wages, or failing to correct unsatisfactorily completed work within the requested time, the contractor will be immediately suspended for a 6month period.

The time frame for completion of the project is 90 calendar days from the notice to proceed. The contractor shall begin work within 7 calendar days from the notice to proceed.

Invoices shall be submitted via email to ***@***. *. * contractor shall show value added tax (VAT) as a separate item on invoices. Payment will be made to the contractor's address stated on the cover page of the contract.

The warranty shall be valid for 1 year after the final inspection. During the warranty period, the contractor shall repair or replace, free of charge, any occurring defects or ensuing damages.

Award will be made to the lowest priced, acceptable, responsible offeror.

The offeror must operate an established business with a trade license issued in the UAE for civil contracting, painting, and maintenance work activities, with a permanent address and telephone listing in the United Arab Emirates. The offeror must also provide evidence of their ability to perform, including a project manager, client lists, personnel qualifications, equipment, financial statements, work plan, and quality plan.

A site survey will be held at US Consulate, Bur Dubai, Dubai at 09:00 AM UAE time on July 13, 2026. Interested bidders shall provide their representatives' details by 03:00 PM UAE time on July 9, 2026. Attendance is limited to one person per company.

Last date for receipt of the questions is 03:00 PM UAE time on July 15, 2026.

Proposals must be in English and incomplete proposals will not be accepted. No quotations will be accepted after the due date and time.

The contractor will be required to complete the entire work ready for use not later than 30 days from the date of award.

Progress payments may be requested monthly as the work proceeds, on estimates of work accomplished. Payments are due within 14 days of submittal of a proper request for payment.

Quotes will be evaluated using the lowest price, technically acceptable approach. Only the lowest priced quote will be evaluated for technical acceptability.

A responsible quoter will have the ability to comply with the required delivery or performance schedule, a satisfactory record of performance and integrity, a satisfactory safety and environmental record, satisfactory references, and the necessary facilities, equipment, materials, personnel, organization, experience, technical skills, and financial resources.

A site visit is scheduled for July 22, 2026, at 9 a. m. CT. Quoters must take steps reasonably necessary to ascertain the nature and location of the work.

Omissions in the quote may cause it to be found technically unacceptable. Submission of a knowing false statement may subject the offeror to liability under the false claims act and/or criminal liability.

The estimated magnitude of this project is between $25,000 and $100,000.

Prospective contractors must be registered in the System for Award Management (SAM) database and be registered as a Service-Disabled Veteran-Owned Small Business (SDVOSB) with the SBA DSBS in order to be eligible for contract award.

Location and points of contact for site visits will be identified in the solicitation.

The estimated construction magnitude is between $5,000,000 and $10,000,000.

The contract period of performance is exactly 365 calendar days from receipt of the written notice to proceed.

The source selection process is Lowest Price, Technically Acceptable (LPTA).
