This is an Invitation for Bids (IFB) from the New Kent County Department of Parks and Recreation for asphalt paving services for the parking lot at Pine Fork Park in New Kent, Virginia. Sealed bids will be received until 2:00 PM on Tuesday, April 28, 2026, at the County Administrator's Office. Bids must be submitted in duplicate and clearly labeled. The contract will be awarded to the lowest responsive and responsible bidder. The department reserves the right to waive informalities or reject any or all bids. The scope of work includes erosion control measures, demolition, and asphalt parking lot construction. Qualified firms must be Virginia DPOR-certified Class A contractors with at least 10 years of experience. Bid packages must include specific documentation, including a bid summary form, vendor data sheet, contractor's license, detailed drawings, insurance certificate, and an affidavit of non-collusion. The site is available for pre-bid inspection by contacting NKDPR. If the lowest acceptable bid exceeds available funds, the county may negotiate a price reduction. Payments will be made net 30 days upon receipt of invoices. Contract changes require prior written authorization. Contracts can be terminated for cause or convenience. A pre-bid conference is optional and scheduled for April 11, 2026. A bid bond or guarantee of 5% of the bid amount is required. Delivery is expected within 30 calendar days after receipt of order, or as stated by the bidder. Liquidated damages of $100 per day will be assessed for delays. Insurance requirements include Workers Compensation, Employers Liability, Commercial General Liability, and Automobile Liability.
The county requires the bidder to deliver within a reasonable time after ARO (After Receipt of Order). If the bidder does not insert a stated delivery time, they will be deemed to offer delivery in 30 calendar days ARO.
The bid notice states that progress payments on invoices received for services rendered will be made net 30 days upon receipt of the firm's invoice. Invoicing and payment shall be in strict accordance with the costs outlined on the bid summary form. Payment will only be made for goods or services received during the invoicing period.
The contractor warrants that all materials and equipment incorporated in the work under the contract shall be new, in first-class condition, and in accordance with the contract documents. The contractor further warrants that all workmanship shall be of the highest quality and in accordance with contract documents and shall be performed by persons qualified at their respective trades. Work not conforming to these warranties shall be considered defective. This warranty is separate and independent from and in addition to any of the contractor's other guarantees or obligations in this contract.
The bid notice states, it is the intent of the IFB to award to the lowest responsive and responsible bidder.
The successful bidder must be a Virginia DPOR-certified Class A contractor with a minimum of 10 years of experience with projects of similar scope, value, and complexity.
In the event the specified supplies, services, materials, or equipment are not delivered by the date specified, there will be deducted, not as a penalty but as liquidated damages, the sum of $100 per day for each and every calendar day of delay beyond the time specified.
The site location will be available for pre-bid inspection during normal office hours (8:00 AM - 4:00 PM) until Monday, April 21, 2026, by contacting NKDPR.
Contractual claims or disputes shall be submitted in writing no later than sixty (60) days after final payment, provided, however, that the bidder shall give the county written notice of its intention to file a claim or dispute within fifteen (15) days after the occurrence upon which the claim or dispute shall be based.
