Quotations must be submitted prior to 2:00 p. m. PT, Thursday, June 11, 2026.

Payment terms are net 30 unless otherwise agreed to by both parties.

The award of the contract, if it is awarded, shall be made on the basis of the lowest responsive evaluated total price.

Vendors shall submit with their quote: a photocopy of their state of California, department of health and safety services, food and drug branch, private water source operators license, if applicable; a copy of their manufacturers license, distributors license, or processed food registration certificate, whichever is applicable; verification they currently hold a city of redding business license, or a statement showing that they will obtain one should they be awarded the contract.

In case of default by supplier, the city reserves the right to procure the goods or services from other sources and to hold the supplier responsible for any excess costs occasioned to the city thereby.

The cutoff date and time for receiving questions regarding this bid is 5:00 p. m. PT, on Thursday, May 28, 2026.

Bidder understands failure to acknowledge any addenda issued may cause the bid to be considered nonresponsive.

The closing response date for proposals is May 22, 2026, at 9:00 AM Eastern Daylight Time (EDT).

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: technical approach, experience, understanding of the requirement, key personnel, past performance. The government may select a higher priced quote if it is determined that the additional technical merit or lower performance risk warrant the price premium.

Offerors will be evaluated based on technical approach, experience, understanding of the requirement, key personnel, and past performance.

The contract duration is forty-five (45) calendar days after delivery of the vessel to the contractor's yard.

Payment will be made by the code specified in block 18a, and invoices are to be submitted to the address shown in block 18a unless otherwise indicated.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The contractor shall provide a drydock/travel lift certification, welder certification, a project schedule, a contractor safety plan, and past performance to include five (5) contracts from the past eight (8) years for similar work scope.

In the case of failure on the part of the contractor to complete the work within the time frame in the contract or any extensions thereof, the contractor shall pay the government as liquidated damages, the sum of $4,**** for each calendar day of delay until the work is completed or accepted.

Pre-bid inspections may be held to allow all prospective bidders to inspect the vessel. The pre-bid inspections can be held by appointment in Jersey City, NJ. Failure to provide all required items for the bid submittal will be considered an incomplete submittal and the bid will not be considered.
