This is a Request for Quotation (RFQ) for A/C and ceiling/lighting renewal for the CAC at the U. S. Consulate General Sapporo, Japan. The U. S. government intends to award a firm-fixed-price contract to the responsible company submitting an acceptable offer at the lowest price. A pre-quotation conference and site visit is mandatory and scheduled for May 20, 2026. Quotations are due by June 1, 2026. All U. S. contractors must be registered in the System for Award Management (SAM) database prior to submitting a quotation. Overseas contractors are recommended to register in SAM prior to contract award. Electronic submissions are allowed but must not exceed 15MB per email.
Quotations are due by 12:00 noon on Monday, June 1, 2026 JST. No quotations will be accepted after this time.
The resultant contract will be a firm fixed price contract. U. S. firms are eligible to be paid in U. S. dollars. Any firm that does not meet the definition of a U. S. firm shall submit its prices and receive payment in Japanese yen. The U. S. Consulate General Sapporo is exempt from Japanese consumption taxes.
Award will be made to the lowest priced, technically acceptable, responsible offeror.
For electrical work, personnel must possess a valid Japanese first-class or second-class electrician license. For HVAC and mechanical work, personnel must hold required licenses and registrations, including a construction business license for mechanical piping work, and HVAC work must be supervised by qualified personnel. For refrigerant handling, personnel must be qualified and possess a valid refrigerant recovery operator certification.
A pre-quotation conference and walkthrough at the site is mandatory, scheduled for Wednesday, May 20, 2026, from 10:00 a. m. to 12:00 noon Japan Standard Time.
Questions regarding this RFQ may be submitted by 12:00 noon, Tuesday, May 26, 2026 JST.
Incomplete proposals will not be accepted. Failure to comply with requests for information to determine responsibility may cause the quoter to be determined non-responsible.
