The period of performance is from 01 Jul 2026 to 30 Jun 2027.

Payment will be made by the government. The contractor shall use Wide Area Workflow (WAWF) for electronic submission of payment requests and receiving reports.

The government intends to award a single firm-fixed-price contract to the responsible offeror whose proposal is determined to be the best value to the government, considering price and other factors.

Minimum technical requirements include 1 year of government logistics experience and 1 year of disposition experience within the DoD for a Warehouse Specialist.

Reperformance of any work for failure to perform in accordance with the specified AQL or task requirement shall be completed at the contractor's own expense.

Agency protests may be filed directly with the Director, Regional Contracts Department, Fleet Logistics Center San Diego. Subsequent protests to GAO must be filed within 10 days of knowledge of initial adverse agency action.

A proposal receiving an unacceptable rating in any subfactor of Factor I (Technical Capability) or a no confidence rating in Factor II (Past Performance) will be considered ineligible for award.

The estimated total value is $24,500,****.

Quotations are due by 12:00 noon on Monday, June 1, 2026 JST. No quotations will be accepted after this time.

The resultant contract will be a firm fixed price contract. U. S. firms are eligible to be paid in U. S. dollars. Any firm that does not meet the definition of a U. S. firm shall submit its prices and receive payment in Japanese yen. The U. S. Consulate General Sapporo is exempt from Japanese consumption taxes.

Award will be made to the lowest priced, technically acceptable, responsible offeror.

For electrical work, personnel must possess a valid Japanese first-class or second-class electrician license. For HVAC and mechanical work, personnel must hold required licenses and registrations, including a construction business license for mechanical piping work, and HVAC work must be supervised by qualified personnel. For refrigerant handling, personnel must be qualified and possess a valid refrigerant recovery operator certification.

A pre-quotation conference and walkthrough at the site is mandatory, scheduled for Wednesday, May 20, 2026, from 10:00 a. m. to 12:00 noon Japan Standard Time.

Questions regarding this RFQ may be submitted by 12:00 noon, Tuesday, May 26, 2026 JST.

Incomplete proposals will not be accepted. Failure to comply with requests for information to determine responsibility may cause the quoter to be determined non-responsible.

Award will be made on a lowest price technically acceptable LPTA basis.

Offerors must be registered in SAM and SBA DSBS, and be an SDVOSB. They must also demonstrate successful completion of specific IT and government facility projects, have experienced key personnel, and provide satisfactory past performance.

Anyone participating in the site visit must have a valid ID and their vehicle must be properly registered and insured. Visitors are prohibited from possessing weapons.

Failure to submit required documents, lack of active registration in SAM or SBA DSBS, or not meeting minimum technical requirements can lead to disqualification.

The estimated range of construction is between $2,000,000 and $5,000,000.

Respondents shall address their ability to provide conference hotel services for the T-7A in accordance with AFI **** and in accordance with items listed in paragraph 4. Respondents shall also address their experience in providing conference hotel support for complex aircraft systems, in-depth knowledge of T-7 systems and subsystems, and the ability to obtain minimum data requirements. The response should be concise and clearly demonstrate an ability to individually meet the stated requirements above.
