All completed surveys must be received no later than 22 June 2026 at 1:00 PM EST.

To access the TDP, the vendor must have a current DD ****, Military Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS).

Responses that contain confidential information may receive only limited or no consideration since the respondent's marking of data as confidential will preclude disclosure of same outside the government, and therefore will preclude disclosure to support contractors assisting with the evaluation effort.

Delivery of items for city inventory must be made within ten 10 calendar days after receipt of purchase orders. Hot water heaters must be available the same day as the order is placed.

Prompt payment discounts allowing less than thirty 30 days for discount to apply shall not be considered as a cost factor in the evaluation of bids. Time for discount will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.

The contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one 1 year from date of acceptance.

The city intends to award a contract to the responsive and responsible bidder whose bid is the lowest best value offer to the city on the basis of the total group price or grand total bid price.

The city may consider whether the bidder has adequate facilities, employs qualified personnel, has sufficient inventory, is open for business during specified hours, and has previous performance under comparable contracts.

Failure of the contractor to deliver within the time stipulated or to make replacements of rejected articles when requested shall constitute authority for the city to purchase in the open market and the contractor shall reimburse the city for any excess expense incurred.

Samples submitted by bidders on items which they have received an award may be retained by the city until the delivery of contracted items is completed and accepted.

Bids may be rejected if unit prices are unbalanced, if the bidder fails to demonstrate sufficient facilities and experience, or if the bidder is in arrears or default to the city.
