The Office of State Procurement has suspended in-person attendance at public bid openings. Vendors can view the opening online. Vendors must be registered in the LAgov vendor system. A mandatory jobsite visit is required. A completed jobsite
verification form or a signed letter from the agency representative stating that the vendor has visited the jobsite must be included in the bidder's submission. Failure to comply will eliminate the bid from consideration. A contractor's license number is required for projects of $10,000 or more, and for projects involving hazardous materials. For bids of $50,000 or more, a bid security (insurance company, bank money order, certified check, or cashier's check) equal to 5% of the bid amount (including base bid and additive alternates) must be included. All bid documents, including attachments, must be included in the submission. Bid prices must be typed, written in ink, or submitted online. Bids must be received at the specified address or submitted online via the vendor portal prior to the bid opening time. Faxed alterations to bids received before the opening time will be considered, provided the bid
form and faxed alteration have been received and timestamped before the opening. All products must be new, never previously used, and the current model and packaging. The manufacturer's standard warranty will apply. The State of Louisiana has the right to terminate the contract for various reasons, including misrepresentation, fraud, or breach of contract. The bidder certifies compliance with all instructions, terms, conditions, and specifications, and further certifies that the bid is made without collusion or fraud. The bidder must indicate which of the following applies to the signer of the bid: corporate officer, partnership member, representative authorized to submit the bid, or designated by the bidder as authorized to submit bids. The State of Louisiana may terminate the contract for convenience by giving 30 days' written notice. Failure to deliver within the time specified or to provide services as specified will constitute a default. All contracts shall be construed in accordance with the laws of the State of Louisiana. Bidders must comply with civil rights laws, ADA accessibility requirements, and other relevant laws and regulations.
