The Registered Roof Consultant (RRC) designer of record must have a degree in architecture or engineering and at least ten years of experience in roof repairs, and be currently licensed by the International Institute of Building Envelope Enclosures (IIBEE).

Liquidated damages will apply as referenced in FAR **** in Section 00 70 50.

All bids are due and must be delivered to the City of Ann Arbor Procurement Unit on or before August 4, 2026, by 2:00 PM local time.

The city's payment terms are net 30. The payment date will be calculated based on the invoice receipt date or delivery date, whichever is later.

The vendor warrants to the city that all goods and services furnished hereunder will conform in all respects to the terms of this contract, including any drawings, specifications and standards incorporated herein. In addition, the vendor warrants the goods and services are suitable for and will perform in accordance with the purposes for which they were intended.

The city intends to award a contract/purchase order to the lowest responsible bidder providing the best value to the city.

Responsible bidder means a bid submitted, which conforms in all aspects of the requirements set forth in the invitation to bid. All aspects could include references, past experience, past performance, and qualifications.

The bidder declares that it has become familiar with the liquidated damage clauses for completion times and for compliance with City Code Chapter 112, understands and agrees that the liquidated damages are for the nonquantifiable aspects of noncompliance and do not cover actual damages that may be shown and agrees that if awarded the contract, all liquidated damage clauses form part of the contract.

Evidence in the form of samples may be requested if brand is other than specified. Such samples are to be furnished after the date of bid opening only upon request of the city. If samples should be requested, such samples must be received by the city no later than seven (7) days after formal request is made.

All bid protests must be in writing and filed with the purchasing agent within five (5) business days of the award action.

Bids that fail to provide the required forms upon bid opening may be rejected as nonresponsive and may not be considered for award. Disclosing a potential conflict of interest and not reporting it can lead to disqualification.

Work must commence within 60 days of notice to proceed. All milled surfaces shall have timely pavement restoration within 5 calendar days of milling. The bidder must demonstrate the capability to perform the contract and possess the necessary facilities, pecuniary resources, and adequate insurance. Failure of the contractor to complete the work may result in the town using its own forces or another contractor and recovering excess completion and administrative costs.
