Proposals are due by 2:00 p. m. CT on July 23, 2026.

The City of Waco will not make advance payments. Invoices must reference the City of Waco contract, agreement, or purchase order number and should be submitted no more than once every thirty days per contract.

Proposals will be evaluated based on the firm's experience (25 points), understanding and approach (20 points), cost of service and timeliness (25 points), and overall evaluation of the firm's ability to provide the service (15 points).

Firms must be experienced and qualified to perform lead risk assessment in conformance with HUD guidelines and state requirements. They must also comply with CDBG program and Lead Safe Housing Rule requirements.

If the submitter fails to complete the project within the specified calendar days, they agree to pay liquidated damages for each calendar day of delay or nonperformance.

A written protest must be filed no later than 5:00 p. m. on the fifth business day from the date of receipt of notification of the recommendation for the contract award.

Submissions may be subject to disqualification if illegible. Failure to register interest may result in not receiving notices and addenda. Contacting someone other than the purchasing agent may be grounds for removal from consideration.

The funding for this solicitation is not to exceed $50,**** annually.

Delivery shall be made between the hours of 8 a. m. and 5 p. m. Central time, Monday through Friday, excluding state holidays, unless prior approval for another delivery time has been granted by Tceq.

In accordance with the Texas Prompt Payment Act, Tceq will pay an acceptable invoice within 30 days of receipt. Tceq may dispute an invoice by sending a notice in writing to the contractor within 21 days of receipt.

Contractor warrants that all goods, services, and property provided conform to the contract and are merchantable, fit for purpose, of best quality, and free from deficiencies. Warranties are effective upon final payment and for 24 months thereafter.

Contractor shall provide competent, suitably qualified personnel. Contractor will use the U. S. Department of Homeland Security's e-Verify system to determine eligibility of personnel.

In the event of early termination by the contractor, contractor shall provide at least 180 days written notice. Early termination may result in calling of the performance bond.

Tceq may make a scheduled or unscheduled visit to any location where the work is being performed.

Contractor must provide Tceq with a written objection to any notice of interpretation no later than five (5) business days from the effective date of the notice.

If contractor is debarred by the state of Texas or is subject to suspension, debarment, exclusion, disqualification, or similar ineligibility determined by any federal, state or local government entity, Tceq may terminate this contract for cause.
