This is a sources sought notice, not a request for proposals. The US government is seeking non-personal services for river rafting and meals for cadets and cadre at Camp Dirigo, JCLC 2025, near Katahdin Scout Reservation (KSR) Camp Roosevelt, scheduled for June 18, 2025, with a weather day on June 17 or 19. The government desires to procure these services on a small business set-aside basis. The Ohio Department of Development, Office of TourismOhio, is seeking proposals for media services. The RFP outlines the objectives, scope of work, target audiences, deliverables, scoring criteria, preferences, and submission requirements. Proposals must be submitted electronically via OhioBuys by May 27, 2025. The contract term is from the effective date to June 30, 2027, with potential for one-month renewals and up to two years of mutual renewals, contingent on funding. Additional documents, such as offeror acknowledgements and current agreements disclosure forms, are required. The state reserves the right to add additional terms to the contract after award. The estimated annual media spend is between $2. 5 and $5 million. Offerors must demonstrate experience in similar projects, complete required forms, and comply with Ohio laws and regulations. The evaluation process includes technical and cost proposal scoring, and preferences for Buy American, Buy Ohio, and Veteran-friendly businesses. The selected contractor will develop and execute a data-driven, multi-channel media plan to elevate Ohio's brand and inspire travel, work, and living in the state.

Proposals are due May 27, 2025. Submission via OhioBids. Offerors must be registered via the OhioBids supplier portal. Technical and cost proposals are required as separate electronic submissions. No opportunity to correct mistakes after the due date. Late proposals will not be scored. All costs of proposal preparation are borne by the proposer. All information submitted is a public record unless a statutory exception exists. Offerors must complete Exhibit One (offeror prior project experience and qualifications), Exhibit Two (affirmation and disclosure form), and Exhibit Three (offeror certification form). The contract term is from the effective date to June 30, 2027, with possible one-year renewals, up to a maximum of two years, contingent on funding. The state reserves the right to add additional terms to the contract after award. The winning bidder will have exclusive rights to advertising revenue. The state maintains a policy that debriefing of the evaluation process will not be conducted. Offerors may file a public records request.
