Proposals must be submitted by August 14, 2026, at 4:00 p. m. Central Time. Late proposals will not be considered. No exceptions will be made.

The successful proposer warrants that all goods and services supplied shall meet performance standards and be performed in a prompt, high quality, professional, and competent manner using qualified personnel. All of the above warranties contained in this section 3. 17 shall survive expiration or termination of the contract.

Proposals will be evaluated based on price, probable quality of goods/services, and the likelihood of producing the desired outcome for the agency, considering past performance, qualifications, experience, and financial status. a copy of the scoring matrix is included as attachment b.

Proposers must demonstrate their understanding of the requirements and their approach to providing each service. The evaluation will consider the proposer's qualifications, experience, and financial status. The proposer should also indicate, in its letter of transmittal, why it believes it is the most qualified proposer to provide the goods and services required by tdlr in this rfp.

TDLR reserves the right to conduct site visits and/or require oral presentations prior to contract award. Proposers will be notified in writing and will be provided with equal advance notification of site visits andor oral presentation assignments and guidelines.

Failure to respond as required, submitting incomplete proposals, copyrighting proposals, unauthorized contact, or failing to accept contract terms may result in disqualification. A proposers failure to respond in the manner required in this rfp may result in disqualification of its proposal.

Contractor must submit all assessment reports within 30 calendar days of each test completion.

TMD will not make any payments until contractor has received a written final acceptance document signed by TMD's contract administrator. Payments are per exam, not progress payments.

TMD will evaluate responses based on best value, considering licenses, certifications, training, qualifications, ability to meet needs, past project performance, and staffing capabilities.

Respondents must be licensed clinical psychologists in good standing in Texas, demonstrate MMPI training and competency, have experience with high-risk populations, and possess reporting competency.

If contractor fails to comply with contract terms, TMD may withhold payment and deduct costs incurred by TMD to remedy the noncompliance.

The last day to submit written questions for clarification is July 22, 2026.

Failure to sign the document, making false statements, or failing to acknowledge amendments may disqualify a response.
