This is a solicitation for the operation of ammunition facilities. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) by the specified date and time. Offerors are responsible for confirming receipt of their proposals. Questions must be submitted in writing to the points of contact provided. A complete proposal includes a cover letter, table of contents, and separate volumes for production, operations, price, and indemnification requests. Proposals must be in Adobe PDF format, with specific requirements for file naming, content, and structure. The evaluation process is phased, with Phase I focusing on self-scoring matrices and work samples, and Phase II involving oral presentations and price submissions. Specific requirements are detailed for production capabilities, waste stream management, facility investment and modernization, and maintenance programs. Pricing must be submitted in a firm-fixed-price format within the provided matrices. Indemnification requests for unusually hazardous risks will be considered. Unit prices may be publicly released unless an objection is timely submitted. Protests can be filed with the contracting officer or Headquarters, AMC.

The USG will use a two-phase approach to proposal evaluation. In phase I, offerors proposals will consist of the self-scoring matrix and work samples. Phase II will include submission of an oral presentation and a spreadsheet price matrix.
A complete proposal shall include the following: cover letter, a table of contents, and separate volumes as indicated below: Volume 1 Production, Volume 2 Operations, Volume 3 Price, Volume 4 Indemnification Request Package if being requested.
The oral presentations specific location will be determined after the closing of the solicitation. Presentations will be conducted at Rock Island Arsenal in Rock Island, IL.
Prime offerors have the option to submit all information through the PIEE Solicitation Module or to have subcontractors submit its own work samples directly to the USG through the PIEE Solicitation Module.
To be timely, protests must be filed within the periods specified in FAR ****.
Offeror shall not propose any assumptions that take exception to the solicitation. Any exceptions/assumptions proposed that contradict the terms of the solicitation will be considered a deficiency and render an offeror ineligible for award.
