The vessel shall have a maximum age of 20 years or less, a maximum LOA of 190 meters, a maximum DWT of 48, 500 metric tons, a minimum of 3 segregations with double valve isolation, a minimum 10- ton boom lift capacity at the manifold, a minimum speed of 13 knots in moderate weather while laden, be able to serve as an afloat storage tanker at sea for extended periods, and conduct simultaneous consol operations at two stations underway.
