This is a non-personal services contract to provide a venue and facility for military freefall
training. The contractor is responsible for all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and services. The period of
performance is for one base year of 12 months plus four ordering periods. Quality control is the contractor's responsibility. The government will evaluate the contractor's
performance. The contractor shall provide support during the execution of scheduled
training events on a 24-hour basis as required by the specific
training schedule. The work will be performed at the contractor's venue, facilities, and surrounding areas as required by the
training schedule. A contracting officer's representative (COR) will be appointed. Contractor personnel must be able to read, write, speak, and understand the English language. The contractor shall not cite any information obtained through this contract on any hard copy or digital marketing tools. The government will not be providing services or facilities. The contractor shall provide transportation for personnel and equipment between the facility and the ramp of the aircraft. The contractor shall provide a venue and associated facility or facilities for the 7th sfga to conduct military freefall
training. The contractor shall have land use agreements to allow for alternate
training drop zones, capable of bundle operations joint precision aerial delivery system. The contractor shall make alternate drop zones available for six days per iteration. The facility manager/operator shall be present to coordinate facility operations and provide directions and facility access to all personnel for the duration of mff operations. The contractor shall provide onsite facilities for the duration of each level one
training event for up to 14 days. All facilities must be adjacent to the airfield. The contractor shall provide facilities within 350 miles straight line distance from Yuma Proving Grounds (YPG), AZ for USASOC flight detachment to be within range to provide blade hours to support
training iterations. The facilities shall be located in southern California, Arizona, Nevada, and New Mexico. The contractor shall provide an area for parachute packing and equipment storage that can accommodate 60 personnel. The contractor shall provide a briefing room for up to 60 personnel at a time. The contractor shall provide for the use of a common restroom. The contractor shall provide minimum of six offsite drop zones for unmarked/unknown mff airdrops with agreements. Safety and
training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated drop zone safety officer, jump master, or 7th sfga lead personnel. The contractor shall abide by all applicable regulations, publications, manuals, and local policies and procedures.
