The city uses a qualifications and valuebased selection process with evaluation factors including operating plan, firm qualifications, financial model, understanding of city vision, and innovation.

Proposers must not be subject to unresolved findings for recovery, not debarred, and current on tax obligations. the proposer has the experience, personnel, financial capacity, and resources necessary to perform the proposed services.

Proposers are strongly encouraged to tour the facility before submitting a proposal and site visits may be arranged in advance with Michael Elkins.

Work under the contract shall commence within five 5 calendar days after given written notice to proceed by owners or date specified and shall continue with due diligence until due completion.

Final payment will be made approximately thirty 30 days after invoicing.

The contractor andor manufacturer shall provide a minimum of one 1 year warranty for all materials and workmanship associated with the project or work performed under the contract.

Award of contract will be made to the lowest responsible bidder, as determined by the board of commissioners of the hoffman estates park district, whose bid conforms to the invitation for bid.

Bidders should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions, which can affect the work or the cost thereof.

Bids submitted after the closing time will be returned unopened. Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
