Payment will be made by DFAS Indianapolis. Invoices are to be submitted to the address shown in block 18a unless otherwise specified. Wide Area Workflow (WAWF) will be used for electronic submission of payment requests and receiving reports.
Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are capability (experience, licensure, certifications, and accreditations) and price. Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for nonprice factors, using the Lowest Price Technically Acceptable (LPTA) process.
Quoters must be registered and current in the System for Award Management (SAM) and not have any active exclusions listed within SAM. They must also provide proof of their network, facilities, and/or capacity to perform, including experience providing training specimens, and relevant registration, licensure, certifications, and/or accreditations.
Late receipt of quotes or questions by the government will not be a basis for protest, and late submissions will be considered untimely and ineligible for award. Failure to price a CLIN as NSP (Not Separately Priced) may result in a quote being determined noncompliant. Failure to provide a completed pricing schedule will result in a quote being determined unacceptable.
