In evaluating bids, the city of Battle Creek shall consider the qualifications of the bidders, and where applicable, operating costs, delivery time, maintenance requirements, performance data, and guarantees of materials and equipment.

Protests about the bid procedure must be in writing and received by the City of Battle Creek no later than ten (10) working days after notification regarding the contract award decision.
