The City of Kentwood is seeking engineering services for a non-motorized bridge over I-96. Services include design, permitting, and construction support. Proposals are due July 29, 2026. The proposal due date is Wednesday, July 29, 2026, at 10:00 am. The anticipated award date is Wednesday, August 19, 2026. Construction is expected to commence in 2028.
Consultant shall invoice the city not more than monthly and the city shall pay the invoice net 30 days upon approval of the invoice by the city’s project manager, said approval not to be unreasonably delayed.
The consultant agrees to provide one (1) year of complaint response included in the not-to-exceed amount.
The selection committee will evaluate proposals based on a 100-point scale including: innovations, work plan, schedule, and project understanding (10 points); proposed not-to-exceed fees (25 points); qualifications and previous experience of the consultant (10 points); qualifications and previous experience of the project leader and engineers (15 points); qualifications and previous experience of construction engineers and inspectors (15 points); qualifications and previous experience of survey and materials testing staff (5 points); testimonials from references (10 points); local availability (5 points); and adequate staffing capacity (5 points). An oral interview, if conducted, can add up to 10 additional points.
Respondents must demonstrate previous satisfactory design and construction history in relevant work of a similar scope and nature. Proposals must include a list of proposed subconsultants, a project schedule, qualifications and experience of the team, standard rate tables, and a statement that all costs are included in the not-to-exceed amount.
If the consultant falls behind schedule, 10% of the next billings may be deducted until back on schedule. The consultant shall be held accountable for only those delays determined by the city’s project manager to be directly caused by the consultant’s actions or inactions.

Failure to acknowledge any addenda may result in disqualification. Proposals received after the deadline may not be opened or considered. Failure to outline all deviations from specifications may be grounds for rejection.
