Proposals for General Counsel Litigation Services are requested. Submission deadline is Thursday, September 4, 2025, 11:00 AM. Proposals must be submitted in a sealed envelope to the office of the school business administrator. Vendors must comply with New Jersey state laws and regulations, including affirmative action, Americans with Disabilities Act, and business registration requirements. Additional documents, such as affirmative action questionnaires or certificates of employee information reports, are required. The board reserves the right to reject non-responsive proposals or all proposals. A financial guarantee (bid bond, cashier's check, or certified check) of 10% of the total contract amount (not exceeding $20,000) is required. The board will make an award within 60 days of proposal receipt, subject to extension. Vendors are expected to examine the RFP and observe all requirements. Any request for interpretations must be made in writing at least 10 days prior to the proposal opening date. The board will not enter into contracts with entities on the state debarment list. The successful vendor will be required to sign a formal contract agreement. The board may require vendors to attend interviews and make presentations.

Every effort will be made to pay vendors and contractors within thirty to sixty days provided the board of education receives the appropriate documentation including but not limited to: signed voucher by vendor packing slips and invoices. Payment will be rendered upon completion of services or delivery of the full order of services.
The board intends to award the contract to the vendors whose response is the most advantageous to the board, price and other factors considered, and who will provide the highest quality service at fair and competitive prices.
The board attorney shall have a law degree from an accredited law school, hold a license to practice law in the state of New Jersey for 10 or more years, have proven experience in extensive litigation regarding special education matters, employee matters, and public and nonpublic school grant matters, and demonstrate strong negotiation skills.
There may be deducted from the amount payable to the contractor by the contracting public agency, under this contract, a penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the provisions of the contract.
