Payment to the consultant for services rendered will be based on monthly invoices for satisfactorily performed work, due and payable thirty (30) days after receipt by the City. Invoices must include a description of each item of work, time expended, fees charged, and direct expenses incurred.
The evaluation criteria for proposals include demonstration of understanding of the project (20%), proposed fee schedule (rates lower is better - 30%), qualifications, competence, technical ability and relevant experience working with tire amnesty events (20%), and availability to perform the work (30%).
Firms interested in providing the services must submit a proposal including a cover letter, project understanding and proposed approach, experience and references (at least three similar waste tire hauling or disposal contracts from the past ten years), a fee proposal, a proposed project schedule, and any exceptions to the scope of services.
Failure of a proposing company, or any of its representatives, to comply with the communication prohibition (contacting city staff other than the designated contact person regarding the selection or award) will result in their proposal being rejected.
