The entire work must be completed and ready for use no later than 28 calendar days after the date the contractor receives the notice to proceed. This time includes final cleanup of the premises.
Payment will be made 100% of the full contract price at the final project completion and proof of payment to subcontractors/suppliers, as accepted and certified by the COR, provided no defects have been discovered. Requests for payment may be made no more frequently than monthly, covering labor and materials completed and in place.
The contractor warrants and implies that the items delivered are merchantable and fit for use for the particular purpose described in this contract. An installation warranty in accordance with local law is also required.

Offerors must be technically qualified and financially responsible, understand English, have an established business in Italy, demonstrate prior construction experience with references, possess necessary personnel, equipment, and financial resources, hold all required licenses and permits, meet insurance requirements, have the ability to obtain performance security, have no adverse criminal record, and no political or business affiliations contrary to U. S. interests.
If the contractor fails to complete the work within the specified time, liquidated damages will be assessed at **** for each calendar day of delay.
A site visit has been scheduled for August 5, 2026, at 11:30 a. m. Participants will meet at Viale Gioacchino Rossini n. 5, Rome, Italy. Attendance requires prior notification via email by August 3rd, 2026.
After the site visit, offerors may submit written questions until 10 days before the submission of offers cutoff date.
Failure to timely submit required evidence of Italian accident insurance (INPS) and social security (INPS) may result in contract rescission or termination. Unauthorized substitution of key personnel may also result in contract termination.
