This is a Request for Proposal (RFP) for auditing services for Jefferson County for the fiscal year ending September 30, 2026, with an option for two subsequent years. The audits must be performed in accordance with generally accepted auditing standards, Government Auditing Standards, and Uniform Guidance. Proposals must be submitted by 11:00 am CT on May 27, 2026, to the Jefferson County Purchasing Department. Progress payments shall be made on the basis of hours of work completed during the course of the engagement and out-of-pocket expenses incurred in accordance with the contractor's dollar cost bid proposal. Interim billing shall cover a period of not less than one calendar month.
The proposer warrants that it is willing and able to comply with state of Texas laws and that it will not delegate or subcontract its responsibilities under an agreement without the prior written permission of Jefferson County.
Proposals will be evaluated using three sets of criteria: mandatory elements (10 points), technical qualifications (70 points), and price (20 points). Cost will not be the primary factor in the selection of an audit firm.
The offeror must be independent and licensed to practice in Texas, have no conflict of interest with regard to other work performed for Jefferson County, adhere to the instructions in the RFP, and submit a copy of its last external quality control review report.
Any person who fails to file the required certification for lobbying shall be subject to a civil penalty of not less than $10,000 and not more than $100,000 for each such failure.

All protests should be coordinated through the Purchasing Office prior to award recommendation to Commissioners Court.
