The bid is for the furnishing and delivery of materials and equipment for a SCADA control cabinet. Proposals must be submitted by January 15, 2026, at 5:00 PM local time. The owner reserves the right to waive minor errors, reject proposals, and award the contract based on best value. The equipment shall be shipped to the specified location with unloading by the substation contractor. The bidder shall guarantee his materials and workmanship against defect due to faulty materials, faulty workmanship, or negligence for a period of sixty 60 months from energization or for sixtysix 66 months from date of delivery, whichever applies.
The equipment shall be shipped to the designated location as outlined in the instructions to bidders. Time and delivery details shall be coordinated with the owner in advance to facilitate arrangements for the necessary personnel and equipment to be available for unloading.
Payment by the owner of ninety 90 percent of the purchase price shall be made to the successful bidder in a lump sum after delivery.

The owner reserves the right to accept any bid and is not bound to award the purchase order to the bidder with the lowest cost.
Bids will be accepted only from bidders deemed by the owner or the engineer to be qualified to provide the materials, equipment, and services described by these specifications.
For each day in excess of the proposed dates, the bidder shall be made payable to the owner the sum of five hundred dollars **** for the first thirty 30 days and five thousand dollars 5, **** each day after as liquidated damages and not as a penalty, reasonably estimated in advance to cover the losses to be incurred by the owner by reason of failure of said bidder to complete delivery within the time specified, such time being in the essence of this contract and material consideration thereof.
