The Texas Workforce Commission (TWC) is seeking proposals for hotel and motel accommodations, including room rental for conferences and seminars. The services are required for the Texas Conference for Employers in San Antonio, Horseshoe Bay, Arlington, and Houston. Key dates include the release of the RFP on May 08, 2026, and the response due date on June 11, 2026, by 10:00 a. m. CT. The contract term is expected to commence upon execution and expire on September 30, 2027. Respondents must meet minimum qualifications, including being in business for at least two years or having principals with relevant experience. Evaluation criteria include cost, past performance, qualifications, experience, and technical approach. All official communications will be posted on the Electronic State Business Daily (ESBD) and the TWC Procurement Portal. Respondents are responsible for checking the ESBD for updates and addenda. Prohibited communication with TWC staff outside of the designated sole point of contact may result in disqualification.
Responses must be received by TWC no later than June 11, 2026, at 10:00 a. m. CT. Responses received after the deadline specified in section 3. 2 schedule of events will be rejected and will not be evaluated or considered for contract award.
The contract will be awarded to the respondent offering the best value to the state, based on evaluation criteria including cost, past performance, qualifications, experience, and technical approach. TWC shall not be obligated to select the lowest priced response but shall make an award to the respondent that provides the best value to the state of Texas.
Respondents must have been in business for a minimum of two years, or principals must have relevant executive management experience. They must also be financially solvent and adequately capitalized, and have an acceptable score on the VTS. A respondent must have recently been in business for a minimum of two 2 years, or the principals owners must have had ownership executive management experience within the last five 5 years in a previous company that provided conference services
Liquidated damages may be assessed for failure to perform services or complete obligations in a timely manner, equivalent to two percent of the total cost for services. in the event successful respondent fails to perform services or complete the obligations under the contract in a timely manner, twc may require successful respondent to pay, as liquidated damages and not as a penalty, an amount equivalent to two percent 2 of the total cost for services.
Failure to comply with prohibited communication, submit required forms, meet minimum qualifications, or provide timely responses can lead to disqualification. Failure to comply with these restrictions may result in disqualification of respondents response.
