Dutchess County is seeking a vendor for after-hours telephone answering and messaging services for the Department of Health. Bids are due July 1, 2026, at 2:00 PM. The vendor must have at least three years of experience, provide references, and be HIPAA certified. Services include recording calls, contacting personnel, and delivering emergency messages within 30 minutes. Awards will be made to the lowest responsive and responsible bidder. The contract term is one year with four one-year extension options. Samples may be requested for evaluation.
Bids must be received no later than 2:00 PM on July 1, 2026. It is recommended that proposals be submitted in advance, at least one day prior to the specified date and time to allow for a timely receipt.
Payment will be made for services performed and upon submission of a county approved invoice. The county encourages electronic payment via ACH.
The award of the contract will be made to the lowest priced responsible bidder which has complied with the specifications.
Bidders must have at least three years of recent experience as an answering service for one or more medical services providers, provide a positive written reference from at least one other county municipal health department or medical examiners office, and have a current HIPAA certification.
In the event any call is left in a pending or unresolved state, the county may immediately terminate the contractor's contract. Failure to execute the contract, furnish required insurance or bonding, or otherwise complete the contract process may result in voiding the award.
Samples may be requested by the county for the purpose of product evaluation. It is understood that samples will be provided at no charge to the county by the vendor.
Any protest to the division of central services consideration of any bid must be submitted in writing and received by the director of central services no later than five calendar days after the bid award.
Bids submitted in pencil will be rejected as unresponsive. Bids which have been corrected by white out or cross out and have not been initialed and/or dated will be rejected as unresponsive. Failure to indicate required information on the outside of the sealed bid and mailing envelope may result in rejection.
