Bids must be received no later than 2:00 PM on July 1, 2026. It is recommended that proposals be submitted in advance, at least one day prior to the specified date and time to allow for a timely receipt.

Payment will be made for services performed and upon submission of a county approved invoice. The county encourages electronic payment via ACH.

The award of the contract will be made to the lowest priced responsible bidder which has complied with the specifications.

Bidders must have at least three years of recent experience as an answering service for one or more medical services providers, provide a positive written reference from at least one other county municipal health department or medical examiners office, and have a current HIPAA certification.

In the event any call is left in a pending or unresolved state, the county may immediately terminate the contractor's contract. Failure to execute the contract, furnish required insurance or bonding, or otherwise complete the contract process may result in voiding the award.

Samples may be requested by the county for the purpose of product evaluation. It is understood that samples will be provided at no charge to the county by the vendor.

Any protest to the division of central services consideration of any bid must be submitted in writing and received by the director of central services no later than five calendar days after the bid award.

Bids submitted in pencil will be rejected as unresponsive. Bids which have been corrected by white out or cross out and have not been initialed and/or dated will be rejected as unresponsive. Failure to indicate required information on the outside of the sealed bid and mailing envelope may result in rejection.

The training phase for polygraph examiner certification is 10 consecutive weeks. The accreditation phase may extend up to nine months from contract award. A final report is due within ten calendar days following completion of all activities.

The polygraph examiner certification component is payable upon successful completion and submission of documentation. The remaining balance is payable upon completion of all other contractual activities, including instructor development, documentation delivery, and accreditation support, subject to acceptance of deliverables.

The U. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

Prior to contract award, the vendor must demonstrate its polygraph training program is delivered exclusively through APA-accredited polygraph schools and qualified instructors. The vendor must also demonstrate a minimum of five years of experience delivering APA professional polygraph training programs and prior development of at least one polygraph training school within a national law enforcement agency, military institution, or recognized government security institution.

Failure attributable to vendor noncompliance with APA standards may result in withholding of final payment.

Questions are due by May 22, 2026, at 16:00 local time in Quito, Ecuador. No questions will be accepted after this time.

Failure to be registered in the SAM system for award management database at www. ***. *. * prior to submittal of their offer proposal may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

The response deadline is July 6, 2026, at 02:00 PM CT.

The seller warrants that the goods furnished will conform to the specifications, drawings and descriptions listed in the bid invitation and to the samples furnished by the seller, if any. If the event of a conflict between the specifications, drawings and descriptions, the specifications shall govern. The seller warrants that the product sold to the county shall conform to the standards promulgated by the U. S. Department of Labor under the Occupational Safety and Health Act OSHA of ****.

The bid will be awarded to a single contractor who meets or exceeds all specified requirements.

References must be able to verify the quality of service vendors company provides and that the bidder has completed a project of similar size and scope of work. Medical examiners offices or morgues are preferred references.

Any vendor who submits a bid without attending the scheduled prebid conference does so at his own risk. Such applicant who submits a bid and does not attend the scheduled prebid conference waives any right to assert claims due to undiscovered conditions.
