This performance work statement (PWS) outlines the requirements for home oxygen and ventilation services for veteran beneficiaries serviced by VISN 20. The contractor will be responsible for the setup, installation, and management of these services, adhering to Joint Commission standards. This includes program management, human engineering, and logistic support. The services are for veteran patients in Anchorage, Alaska, and surrounding areas. The contractor must provide delivery, setup, and installation of equipment and supplies, with 24/7 emergency service availability. The bid notice states that portable cylinders, regulators, regulator keys and O2 carriers shall be delivered to the Anchorage VAMC within one 1 business day of request. Initial setups shall be completed within eight 8 hours of request. Equipment shall be delivered within four 4 hours of the request for portable oxygen equipment to previously established and new patients being discharged to their home from non-VA facilities and other facilities as requested by VA staff. The contractor shall remove equipment from the patient's residence no later than five 5 business days after notification of discontinuation of service.
The bid notice states that payment shall only be issued for full deliveries. Payment shall be prorated based upon the notification date of discontinuance of service. Payments shall be assessed based on the provider's established rate and prorated from the setup date.
The contractor shall provide equipment switchouts by staff with documented competency training on the manufacturer's recommended assembly, use, and maintenance of the equipment used under this contract. Contractor registered respiratory therapist responsibilities/competency shall include home ventilator management and assessment, competency assessments shall be completed annually for each type of mechanical ventilator managed by contractor respiratory therapist, oxygen delivery, aerosol equipment, tracheotomies, airway care, suction machines, CPR, and cough stimulating device.
The bid notice states that failure to deliver within the required time shall result in the VA obtaining oxygen from another source. Any costs in excess of contract pricing for services provided shall be billed to the contractor or credited to the next invoice at the discretion of the ordering facility. If the contractor is unable to respond to an emergency service call within four 4 hours, the contractor shall be responsible for making arrangements with another supplier to provide oxygen, and the contractor shall be responsible for any excess cost above the contract reimbursed price.
The contractor shall visit patients' residences for regularly scheduled maintenance visits by appointment only between the hours of 7:00 a. m. and 7:00 p. m. The contractor is responsible for scheduling the appointments to the patient's home **** hours prior to the appointment. The contractor shall perform an assessment of the patient's home and environment in accordance with Joint Commission (JC) accreditation standards for homecare.
