The bid notice does not explicitly state a delivery deadline for proposals. Proposals are due by 3:00 PM Central Time on June 15, 2026.

The State of Iowa is allowed sixty (60) days to pay an invoice submitted by a vendor, as per Iowa Code ****.

The contract will be awarded to the responsible respondent whose responsive proposal the Iowa Judicial Branch believes will provide the best value to the Iowa Judicial Branch and the State.

Respondents must be responsible, meaning they have the capability in all material respects to perform the scope of work and specifications of the contract. The Iowa Judicial Branch may consider competence, qualifications, integrity, reliability, past performance, and the best interest of the agency and state.

The Iowa Judicial Branch may not agree to penalties for termination in any of the described scenarios.

The bid notice does not require sample submissions.

Appeals of the notice of intent to award need to be received in the office of the State Court Administrator within 5 calendar days following the posting of the notice of intent to award a contract.

Proposals may be rejected for various reasons, including failure to meet mandatory specifications, submitting proposals in an inconsistent format, unauthorized contact with state employees, providing misleading or inaccurate responses, or failing to timely respond to requests for information.

The offer due date is January 15, 2026, at 15:00 PDT.

The bid notice states that payment will be made by EFT and invoices shall be submitted monthly.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

It is preferred that the contractor have a minimum of five 5 years within the last twelve 12 years of successful experience maintaining hvac equipment identical or similar to the types listed in this pws.

The contractor's failure to schedule and perform a PM within the specified time interval shall be considered noncompliance with terms of contract, and VA will deduct proportionately from payments for services missed.

Protests shall be served on the contracting officer by obtaining written and dated acknowledgment of receipt from ***@***. *. * within one day of filing a protest with the GAO.

Contractor and subcontractor personnel that work on any VAPAHCS property must consent to background checks or shall be denied access to the VAPAHCS facilities.

The estimated total value is $19 million.
