The period of performance for this contract is from the award date until December 31, 2026, with four option periods extending to June 30, 2030. The bid closing date is planned for May 15, 2026.

The contract will be awarded to one vendor. It will be a fixed-price contract.

U. S. prime contractors must maintain a professionally active facility within the United States, be approved for participation in NATO Competitive Procurement (NCP), and be issued a Declaration of Eligibility (DOE) by the U. S. Government. Key personnel of vendors, partners, and subcontractors must hold a NATO Secret security clearance or national equivalent at the time of proposal submission.

The bid submittal deadline is 1:00 p. m. c. s. t. on April 13, 2026. The bid opening time is 1:30 p. m. c. s. t. on April 13, 2026. The bid notice states all bids shall be good for a period of forty-five days from the date bids are opened.

The bid notice states, Payment will be made within 30 days of completed services satisfactory performance to the city.

The City of Hutchinson reserves the right to divide purchases among vendors to achieve the best gross price and to make the final decision as to acceptability of quality and price. Additionally, if the low bid is submitted by a vendor domiciled outside of Reno County, a vendor domiciled inside Reno County may be deemed the preferred vendor and awarded the bid if specific conditions regarding quality, suitability, usability, price difference, and type of project are met.

The bid notice requires bidders to submit their current W9 and a certification of paid personal and real estate taxes within Reno County. It also mentions that all bids are subject to the purchasing policies set by the City Council of Hutchinson and that vendors must abide by all local, state, and federal laws.
