Consultant needed to review and update all-hazards public health response plan frameworks for up to 45 communities in Region 2 HMCC/PHEP coalition. Contract ends June 30, 2027. Must document contact attempts (2 emails, 1 phone call, 1 alternate contact) by December 31, 2026, meet each community at least twice, and submit updated frameworks by March 31, 2027. Monthly meetings and reports required. Contractor must be approved by Massachusetts DPH. Estimated 30 hours/week. No AI use allowed. Proposals due October 21, 2026 at 10:00 AM local time. Must include technical and price proposals in separate sealed packages. Insurance requirements: $1,000,000 public liability, $2,000,000 property damage, workers compensation. Proposal must remain valid for 120 days.

Payment is based on hourly consulting fee submitted in the price proposal. Invoices accompany monthly narratives detailing work completed and hours worked. As stated: the narrative will be accompanied by an invoice for the number of hours worked.
The city will select the proposal best suited to the needs and goals of the city based on evaluation rankings and cost proposals. As stated: most advantageous proposal received considering evaluation rankings and cost proposals received.
Contractor must provide narrative describing firm, years in business, training, experience with public sector emergency response plans, at least two professional references, certificates for ICS 100, 200, and NIMS 700, and resume. As stated: contractors resume and training certificates shall accompany proposal submittal.
If the proposer fails to contract within 10 days of notice, the proposal security becomes the property of the city as liquidated damages. As stated: the proposal security accompanying this proposal shall become the property of the city as liquidated damages.
Requests for change or interpretation of specifications must be made within 5 days (excluding Saturdays, Sundays, legal holidays) before the scheduled proposal opening date.
