Visitor Management Government Bids & RFPs

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and past performance are more important when combined with price and shall be evaluated in accordance with FAR ****.

The contractor shall ensure all contractor personnel have qualifications specific to their duties and follow all safety and security protocol.

The estimated due date for proposals is July 28, 2026, at 11:00 a. m.

Contractor shall be paid in accordance with the terms and conditions of the contract. Terms of payment shall be net 30 following inspection and acceptance of goods/services or receipt of invoice, whichever is later, unless agreed to otherwise.

The county will evaluate responses based on: cover letter and executive summary, key personnel and organizational structure, experience, proposed project schedule, statement of work and project approach, fit and appropriateness of proposed solution, firm stability, quality completeness of proposal, cost proposal, interview/presentation, and references.

Security guards must be a minimum of 21 years of age, possess a valid government-issued identification, have a minimum high school diploma or GED, pass a criminal record background check, and have no convictions related to sexual misconduct or any felony. They must also be qualified to carry firearms.

If a security guard is suspected of being under the influence of drugs or alcohol, they will be removed from their post, and no payment will be made for that day's services. Offerors who fail to perform in accordance with their response are subject to being struck from future bidding opportunities.

Failure to meet proposal requirements may result in rejection. Not submitting in the correct format or missing required documents can lead to disqualification. Submitting proposals that are not submitted but saved will not be accepted.

Proposals are due on Monday, July 27, 2026, by 3:00 PM. Any response received after this time will be returned unopened.

Payment will be made by the MBVCA after goods or services have been received, inspected, and found to comply with contract specifications. A monthly retainer will be paid via check upon receipt and approval of an invoice.

The MBVCA will base its recommendation on criteria including demonstrated national/international office status, ability to prioritize needs, media list depth and breadth, integration of marketing and social media, ability to promote underadvertised experiences, experience and qualifications, social media strategy experience, and proposed fees.

Firms must demonstrate established relationships with entertainment and trade media, a history of successful media outreach, experience in creating and managing targeted events, and a proven track record of increasing media coverage for tourism and resort destination clients.

Failure or refusal to execute a contract after approval, or untimely withdrawal of a response before award, may result in forfeiture of surety as liquidated damages. Such failure may also result in a claim for damages and removal from the MBVCA's vendor list.

All questions or requests for clarifications must be received via BidNet Direct no later than July 6, 2026, by 12:00 PM.

Failure to receive an addendum issued to the RFP may result in disqualification of the proposal. Nonresponsive proposals or those not submitted in the required format may also be deemed nonresponsive and receive no further consideration.
