Fort Mill School District is seeking qualified Building Automation System (BAS) contractors and Niagara-certified integrators for the replacement and migration of 41 existing Niagara **** controllers to new Honeywell **** controllers. The project includes all licensing, migration, compatibility, commissioning, and documentation. A pre-bid meeting is scheduled for June 30, 2026, at 9:00 AM. Qualifications must be submitted by July 15, 2026, 10:00 AM. Award is expected around July 23, 2026. The contract will have a maximum period of one year, with options to renew for up to four additional one-year periods, and potentially two additional years with superintendent approval and three additional years with board approval.
The deadline for submission of bid documents is July 15, 2026, 10:00 AM. Bid documents received after this time will not be considered.
Payment will be made within thirty (30) days after the acceptance of the goods or services and proper invoice, whichever is received later. Discounts for prompt payment will not be considered in the evaluation of offers but will form part of the award if taken.
The contractor shall provide a minimum one (1) year warranty covering hardware installation, licensing, migration services, and programming modifications associated with the migration. Warranty shall begin upon final project acceptance.
The contract will be awarded to the responsive and responsible offeror whose proposal is determined to be the most advantageous to the district, based on qualifications, experience, and accessibility.
Proposals should include an executive summary, indicate if the firm is a Honeywell certified buyer and provide documentation, indicate Niagara certification credentials (N4 and/or N5) and provide documentation, provide a detailed licensing summary, and include two examples of similar projects with references.

Protests must be submitted within fifteen days of the issuance of the solicitation document or within ten days of the notification of award.
Failure to follow the specified format for responses, failure to correct deficiencies within 48 hours, contacting district officials outside of the procurement officer, or submitting improper revisions during discussions may result in disqualification.
