The deadline for proposal submission is 2:00 PM local time on 08/12/2026. Proposals should be delivered to the City of Romulus Office of the Clerk.

The owner agrees to remit monthly to the contractor upon the satisfactory completion of the work. Payment shall be made within 30 days following receipt of each invoice.

The contractor must have expertise in the work as outlined and defined in the attached documents and possess all licenses required by the state of Michigan for the type of work to be performed.

In the event of default by the contractor, the city may terminate the agreement and reaward it. The actual costs incurred by the city in reawarding said agreement shall be deemed to be liquidated damages and shall be charged back against the contractor.

Failure to obtain required documents prior to commencement of services shall not waive the contractor's obligation to provide them. The city reserves the right to require complete, certified copies of all required insurance policies at any time.

Requests for Qualifications must be received no later than 4:00 PM EST on August 13, 2026.

Contractors will be selected through a qualifications-based selection qbs process. Historic restoration 35 points, experience with evidence 25 points, qualifications of key personnel 15 points, references and past performance 15 points, capacity and project schedule 10 points.

Respondents must demonstrate licensing and insurance, relevant experience with historic structures, historic material experience, knowledge of historic preservation standards, skylight replacement experience, a safety program, references, and financial capacity.
