The Department of Veterans Affairs Medical Center in Providence, RI requires parking services to address parking issues for veteran patients and visitors. The contractor will be responsible for ticketing, securing keys, parking, delivery, and directing vehicles to and from the greeting area for the specified period.

This is a pre-solicitation notice for valet parking services for the VA Providence Healthcare System. The contract will be a firm-fixed-price contract with five one-year option periods. The solicitation will be posted on SAM. gov on or about May 5th, 2026, and will be a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The NAICS code is **** with a size standard of $47 million. Contractors must be registered in SAM. gov prior to award. The contractor will be responsible for ticketing, securing keys, parking, delivery, and directing vehicles. The contractor will have 30 calendar days after award to set up operations, with full operations to begin at the end of this period. The base year period of performance is October 1, 2026, through September 30, 2027. The contractor must provide a project manager and on-site supervisor, both fluent in English. Contractor employees must not pose a threat to health, safety, or security, and must not be government employees if it creates a conflict of interest. Smoking is not permitted, and cell phone use is restricted while parking vehicles. Contractors are restricted from accepting tips. Random alcohol and drug tests will be conducted on parking staff. Background investigations (Special Agency Check - SAC) will be required for contractor personnel, with costs borne by the contractor. The VA will provide orientation training. All parking attendants must possess a valid driver's license, be a U. S. citizen, and speak fluent English. The contractor must provide customer service training. The contractor is responsible for safeguarding all government property. Hours of operation are 07:00 to 17:00 EST, Monday through Friday, excluding federal holidays. Monthly status reports and customer complaint logs are required.
