This requirement will utilize low priced technically acceptable evaluation factors in determining the successful offer.

Proposals will be received electronically until August 13, 2026, at 1:00 PM.

Where the bidder is contemplating submission of a bid based on a brand of manufactured article other than the brand specified, they shall submit for approval of the department, samples or supporting data for the proposed brand substitution. submittals shall not be received by the department any later than ten 10 days prior to the date of opening of bids.

Unsigned bids shall be deemed non responsive.

The new bid due date is July 30, 2026, at 12:00 noon EST.

The city shall make no payment for a supply or service rendered prior to execution of a written contract. Bills should be submitted before the first day of the month in which payment is to be made to ensure payment by the twentieth day of that month, except where a discount differs.

The offeror warrants that supplies sold are merchantable, fit for purpose, absent latent defects, and conform to any sample. Defective or inferior supplies shall be replaced at no additional cost. All supplies are guaranteed for one year or as otherwise specified.

A contract will be awarded to the responsive and responsible bidder offering the lowest firm fixed price.

Minimum quality requirements include the contractor's ability to meet technical specifications, having personnel with experience in columbarium fabrication, delivery, and installation, and being in business for at least five years providing these services.

If a vendor is incorporated, an updated certificate of good standing from the Commonwealth of Massachusetts may be required for the awarded vendor only. Failure to respond to minimum quality requirements may lead to disqualification.

Any qualified bidder may be required to submit samples of the goods offered at the request of the purchasing agent. Evaluation for acceptability will be a determining factor in the selection process.

Questions concerning this solicitation must be submitted in writing before July 23, 2026, at 12:00 noon.

Bids not submitted in duplicate, bids with erasures or alterations, or failure to acknowledge addenda may be deemed non-responsive or rejected. Contacting anyone outside the purchasing department regarding this bid will result in immediate disqualification.
