Statements of qualifications must be submitted by 4:00 p. m. on Thursday, July 2, 2026. Statements received after this deadline will not be considered.

Qualifications will be ranked based on the following information: Firms background (10 points), Similar project experience (25 points), Past project performance (10 points), Project team (25 points), Submittal presentation (5 points). The top ranked firms may be requested to submit a technical proposal at a later date.

The consultant's team and key personnel shall demonstrate at least 15 years of experience completing, managing, and analyzing AWWA water loss audits for municipal water utilities and/or state agencies. The consultant shall have experience validating water audit data, including production data, billed consumption, metering, and production meter accuracy.

Refusal by the contractor or subcontractor to comply with any portion of the program may subject the offending party to penalties including withholding of future payments, refusal of all future responses, and cancellation of the public contract.

Falsification of any information related to or any post-contractual violation of the requirement to pay city income taxes shall constitute cause for the rescission of the balance of the contract at the city's discretion.

The contractor shall deliver all requirements within twelve weeks after receipt of order.

A firm fixed price purchase order is anticipated.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Questions must be received by or before Tuesday June 16, 2026, at 12:00 PM ET.

Any person who misrepresents a firm's status as a business concern that is small, hubzone small, small disadvantaged, service-disabled veteran-owned small, economically disadvantaged women-owned small, or women-owned small eligible under the WOSB program in order to obtain a contract to be awarded under the preference programs established pursuant to section 8, 9, 15, 31, and 36 of the Small Business Act or any other provision of federal law that specifically references section 8(d) for a definition of program eligibility, shall be punished by imposition of fine, imprisonment, or both; be subject to administrative remedies, including suspension and debarment; and be ineligible for participation in programs conducted under the authority of the Act.

The period of performance for this SOW is from date of award through 10/31/2026.

The procurement includes PTP 700 extended warranty, 4 additional years.

Evaluation commercial products and commercial services is incorporated by reference.
